Weather refers to the comprehensive state of meteorological elements such as wind, cloud, precipitation, temperature and air pressure in a place instantaneously or in a relatively short period of time, also we can see and feel the cloudy, sunny, cold, warm, dry, wet and other atmospheric phenomena which have an impact on daily production and life.

Climate refers to the average atmospheric condition obtained by summarizing the long-term and regular weather characteristics of a place. The World Meteorological Organization stipulates that the minimum period of time for revealing climate characteristics is 30 years, that is to say, it takes at least 30 years of meteorological records to study the climate characteristics of a place, only in this way can get representative standard climatic characteristics.

Weather and climate are caused by the movement and change of the earth's atmosphere. As the revolution and rotation of the earth, the atmosphere also rotates with it. Atmosphere is not uniformly heated due to different angles of solar irradiation, in addition, the uneven distribution of water vapor in the atmosphere, so the atmosphere is unpredictable.

Some weather changes will bring disaster to human beings. The direct or indirect damage to human life and property, national economy and national defense construction caused by atmospheric variability activities is called meteorological disaster. According to the 《Regulations on the Prevention of Meteorological Disasters》, meteorological disasters refer to disasters caused by typhoons, heavy rains (snow), cold waves, strong winds (sandstorms), low temperature, high temperature, drought, thunder and lightning, hail, frost and fog.
