In 2005, Deng Yunfeng etc. first proposed that the index system of evaluation emergency capability can be put forward from the perspective of the composition of emergency system. They believed that a complete emergency system is composed of an organizational system, an operation mechanism, a legal basis and an emergency security system. Therefore, the comprehensive evaluation system they built covered all the contents including 18 primary indicators and 76 secondary indicators, and subdivided them into 405 tertiary indicators. At the same time, the formulation of these 18 primary indicators is similar to the 13 emergency management functions of the U.S. Capability Assessment for Readiness. The index system comprehensively represents all aspects of urban emergency capability construction in China before 2005.
