After Deng Yunfeng, Qian Yongbo also developed researches on a comprehensive evaluation index system for urban disaster emergency capability . Since the evaluation of emergency capability covers many aspects, the repetition of many indicators often leads to the deviation of the evaluation result from the reality. Qian Yongbo used the AHP method to decide the six primary indicators which are of the great importance and with no repetition of urban disaster emergency capability among a lot of reference factors, including residents’ ability of emergency response, disaster monitoring and early warning, and rapid response ability of the government departments, disaster prevention ability, emergency rescue capabilities, resource support capability. Then the researches on emergency capability evaluation index system by scholars were no longer limited by the aspect of representative index extract through the structure of emergency system and technical methods, but concentrated more on the management process of emergency events and the theory of system management, at the same time, put forward the relevant factors of emergency capability.
