Based on the whole process of urban disaster emergency management, Yang Qing and Tian Yi-lin put forward the index system of urban disaster emergency capability evaluation. In the doctoral thesis of Tian Yi-lin, he used the process management theory, put forward the whole process management of comprehensive evaluation of urban public emergency management. From the development time sequence of emergency, this paper expounded the operation mechanism of urban public emergency management evaluation and theoretical framework of evaluation index system. It divided the urban disaster emergency management into three periods as pre-disaster, in-disaster and post-disaster. Therefore, the corresponding evaluation contents included the pre-disaster warning ability evaluation, the in-disaster emergency capability evaluation and the post-disaster recovery capability evaluation, and thus the comprehensive evaluation was established.
