Daniel Henstra, professor at the university of Windsor, Canada, published an essay about the emergency management projects evaluation of local governments. In the essay, according to the whole process theory, he thought that the local governments’ emergency capability depends on their Prepare for Emergency, Mitigation Impacts, Emergency Response and Recovery, and put forward 30 factors in four dimensions to evaluate the emergency management quality of local government.
Based on the system theory research, Niu Chong-Huai etc. first proposed the government emergency management system of sudden public events, including the government power system, the government ability system, event handling effect evaluation system, and accordingly put forward the index system of government emergency response capability in sudden public events.
Zhao Li-ming, in his doctoral thesis, put forward that the disaster emergency management system should be composed of subsystems of disaster and disaster-reduction system. The disaster-reduction system was divided into subsystem of disaster-reduction support and the subsystem of disaster-reduction process. And he used the method of system dynamics to analyze the interrelationship between each subsystem and various factors in the subsystems. Thus the conclusion of the importance of disaster prevention in disaster emergency management and the significance of disaster prevention awareness of the citizens as well as the overflow effect of disaster emergency management system. Zhao Li-ming's research on disaster emergency capability provided a systematic framework and theoretical support for the study of emergency capability.
In addition, the research results related to emergency capability assessment also include the researches such as the study on evaluation of disaster emergency response ability of urban citizens did by Xu Jing-zhen, and the thinking about establishment of index system about urban disaster-affected ability put forward by Feng Zhi-ze etc. Xu Jing-zhen ‘s article studied the aspects of evaluation contents, evaluation index and evaluation methods. Feng Zhi-ze etc. analyzed the main urban natural disasters in our country and the types of hazard-affected bodies and factors. They also discussed the index of urban disaster-affected body, including the index of anti-disaster ability, the disaster rescue ability index, recover ability index as well as the specific secondary index, providing gist for the comprehensive evaluation on urban disaster-affected capability.
