The bill to strengthen urban disaster emergency capability construction submitted at the first meeting of the tenth CPPCC national committee by NLD central, and the speech about the strategic thinking on strengthening the construction of urban disaster emergency capability made at the second session of the tenth CPPCC national committee made the urban disaster emergency management problem receive a widespread attention from the society, which further promoted the work of disaster emergency management research. However, to fundamentally advance the construction of disaster emergency capability of government at all levels, a set of scientific, standardized and systematic comprehensive evaluation system of emergency capability need to be made as the basis of action. At this stage, the research related to comprehensive emergency capacity evaluation began gradually.
Due to that disasters faced by one region often is not a single kind of
disaster but include various kinds of disasters including natural disasters,
accidental disasters, public health and social security events, especially
in cities, the occurrence of disasters tend to have clusters and chain
characteristics. Therefore, disaster emergency capability construction
in cities or regions must include various elements and contents including
the laws and regulations, public behavior, system design, engineering facilities,
organization setup, disaster rescue, public education, information dissemination,
resources guarantee, financial management and so on. However,
the comprehensive disaster emergency capability evaluation research based on
multiple disasters and multiple emergency elements
in China has just been paid attention to.
