Catastrophe is a major concern for public security and socio-economic development. Catastrophe refers to the big disaster which leads to serious influence beyond the bearing capacity of the affected provinces in the process of a disaster and usually need the nation to call up to salvage and recover. The main characters are: more than one province were affected，more than 1000 people died, more than 10 million people were affected and more than one billion yuan was lost. According to the statistic of our country’s disasters, the loss of catastrophe takes more than half of total natural disaster damage.
If we considering about the number of the wounded and the energy we put into the economic recovery and reconstruction caused by the catastrophe, the social impact of catastrophe is much larger than the total impact of big disaster, middle disaster and little disaster to the society. It is a heavy burden for our country to help the disabled and reconstruct the city. In the process of promoting a new type of industrialization, accelerating urbanization and building a well-off society, catastrophe has become a major concern. However, because of the low probability, catastrophe usually be neglected. We usually pay attention to the middle or big disasters which occurs frequently rather than attach enough importance to catastrophe; or we will stress it a moment but not lasting, don’t know the defensive focus and be tired to the catastrophe. But, catastrophe can caused very serious trouble.
