In order to alleviate disaster, the above situation needs to be reverse, change the passive response into active prevention. We must do a good job in prevention in the following three aspects: engineering disaster prevention, social disaster prevention, monitoring and warning.
Engineering disaster prevention, it refers to the engineering defensive measures in dealing with all kinds of natural disasters. Nowadays the key points are:
Finish the reinforcement and reconstruction of the important projects which are not have enough resistance capacity as soon as possible, and make the new construction (expansion, reconstruction) meet the requirement of disaster resistance.
Strengthen the disaster resistance and security capacity of infrastructure such as transport, electricity and communication.
Reinforce the guidance and management of the rural infrastructure, public facilities and famers’ house for disaster prevention; reinforce the engineering disaster prevention of crowed places such as schools and hospitals.
Accelerate the implement of the construction plan for small and medium-sized rivers in the key areas of the country; accelerate the reinforcement of the risk reservoirs; strengthen the construction of key storage areas, the seawall standards and the urban flood control and drainage projects.
