Under the policy of “prevention first”, the disaster reduction has get a great progress in our country. But, from the whole society, the recognition to prevention is not enough, is still less than the recognition to emergency rescue. Comparing with the emergency rescue which has get a lot of attention, the prevention is often seen as a soft task. We always realize the importance of prevention only when we need to pay a lot to relief the disaster, but after the disaster, we will forget the determination we made and just be busy to restore economy. And also, because of the limited manpower, material and financial resource, we are willing to improve the prevention but unable. Some local government just pays attention to the economic development, even some officials have an unscientific view of performance, eager for quick success and instant benefit, work a lot on “performance engineering” but have no interest in disaster prevention, who have long period of public safety. All of these, show that prevention has not really been put in the first place or consistently placed first, the “prevention first” has not been implement in really.
