Besides the engineering disaster prevention, social disaster prevention, monitoring and early warning, the work of disaster prevention still have a higher level of planning avoidance. Planning avoidance refers to the planning measure for avoidance in some disaster prone areas. This is the most effective and economical measure to reduce risks of disaster, especially it is necessary for our country at present stage, so it should be emphasized. The following focuses on three aspects of planning avoidance: avoiding the earthquake rupture belt, avoiding geological hazards and prone areas and avoiding the areas where will possibly have floods.
