The notion of disaster reduction
Disaster reduction is an important part of national security and the premise and support of social sustainable development. Disaster reduction should put people’s life safety in first, minimize the disaster losses and alleviate the impact on national economic and social development so that we can ensure the social stability and national security.
Development goals
The 18th national congress of the communist party of China stressed the building of a moderately prosperous society in all respects by 2020. This is a magnificent target, and this target needs support and protection provided by disasters reduction. Following are some objectives for disasters alleviation.
Disasters reduction needs to realize the legalized management and establish the concept of cultural development—live in harmony with nature and coexist with risk in the whole society.
Realize the disaster risk management and coordinate the operation in the national comprehensive risk management system, and also we will try our best to ensure the insurance claims account taking 15 percent in the disaster losses so that insurance will become the important force in disaster prevention and restoration.
Achieve regional disaster reduction, make the ordinary people become the major force and we hope that enterprises, citizens and government can share the responsibility for disaster reduction.
The housing construction in the western region and countryside need to meet the requirements of fortification, the eastern region and cities need to meet the system disaster prevention requirement and megalopolis need to meet urban circle disaster prevention requirements.
The new technology which can restrict and control the destructive power will be used in the construction of important buildings; emergency automatic disposal technology system will be comprehensively applied in the safe operation control system in important projects; important engineering such as nuclear facilities and power hub will have the ability to withstand catastrophe.
We hope that there is no death when dealing with disasters that are equivalent to the level of defensive, the survival rate will over 80% by the rescue from yourself, from the people around you and from the government or other organization; and also we hope that the injured people will reduce, people’s life quality in the future will be maintained, the basic living of the affected people will be guaranteed on the day of the disaster.
In dealing with the disasters that are equivalent to defensive level, if we can carry out disaster relief activities by coordinating with social normality, we will not affect the normal order of social subject; in dealing with the rare disasters, we must implement disaster relief activities timely and orderly and control the emergency state in a local scope and limited time so that we can restrict the influence on non-disaster areas.
We are supposed to reduce the disaster impact to economy and society, reduce the death rate (per million people) to less than 0.5 and control the proportion of annual direct economic loss in GDP below 0.5 %.
