We should transfer the disaster reduction into a basic state policy, write it into constitution, including it into performance appraisal system of leading cadres and integrate it into national sustainable development strategy combined with the major tasks of tackling climate change, protecting environment and helping the poor.
We will carry out comprehensive actions in the system of disaster reduction, improve the system and mechanism for comprehensive reduction, including carry out comprehensive monitoring and assessment of catastrophe risk and identification of catastrophe high-risk areas so that we can collect and share the information of catastrophe.
We will convert our passive response at present to active prevention which has already became our established policies, release the main force of disaster reduction, implement measures of disaster prevention in engineering and social ways, and measures of monitoring, especially, we will pay attention to the active avoiding measures so that we can try to reduce the disaster before it happens.
We will try to reduce the risk of disaster instead of reducing the number of disasters only in the way of disaster reduction, establish China’s comprehensive risk management system, take concrete measures to improve the comprehensive risk management, and carry out an investigation of disaster’s risk and the ability of disaster reduction nationwide.
The key of the disaster reduction is strengthening the ability of catastrophe prevention.
