Compared with land carriage, marine transport risk is big. Varied climate and natural conditions have great influence on marine navigation. Various weather and sea state have are difficult to predict so the risk of marine navigation is very big and the loss of sea accidents is also very big.
According to statistical analysis of salvage operation results in our country recent years, the ro-ro passenger ship, ferry boat, high-speed passenger ships, cruise ships and dangerous chemical tanker are called "four “guest” one “crisis”" jointly. They are easy to cause fatal accident, in which groups of people die and injure. So they are the key of the water security, which should be required strictly.
In addition, the safety of fishing boats remains serious. In the first quarter of 2005, only in Hainan maritime search and rescue center, eight of the 12 maritime safety accidents were related to fishing boats. It is understood that the main reasons for the sinking of fishing boats are:
(1) Fishing boats often go out to sea in high winds, which increases the probability of accidents;
(2) The fishing operation environment is poor and the time is long. Go out to the sea for three months without going back to land and do fatigued operation;
(3) The fishing boat is not maintained and do fishing operation with wound;
(4) Some crew members have low quality without maritime experience, and therefore, they cannot cope with the urgent situation at sea.
Among the many fishermen in our country, most of the fish boats of fisherman without certificate of survey, certificate of registry and fishing license are not equipped with navigational aids or necessary communication equipment. What’s more, some fishmen who don’t have all these certificates also go fishing, which greatly increases the risk of fishing boats. Besides, fishermen's safety awareness is relatively weak with the thought of paralysis and fluke and the crew lack safety education and response to an emergency processing knowledge, which cause worrying status quo of the security of fishing boats.
While fishermen are busy creating economic benefits, it is also important to strictly enforce safety production. Therefore, life jackets, life rafts, flares, emergency calls are essential. The maintenance and crew quality of the ship is closely related to the life of the fishermen.
