It is under the global context that the research of urban natural disaster emergency capacity appeared. Strengthening the construction of emergency capacity of natural disasters in cities can effectively mitigate the huge casualties and economic losses caused by natural disaster, and thus reduce the severe impact of natural disasters on human society. Therefore, urban natural disaster emergency capacity evaluation, as an important means to measure the level of urban disaster management, has gradually become a globally hot topic in recent years.
Also, the construction of natural disaster emergency capacity in our country is highly valued by the whole society. Since 2004, China has completed the revision and formulation of plans for the response and disposal of all kinds of sudden natural disasters, and began to implement them at the approval by the executive meeting of the State Council on January 26, 2005. However, after the formation of various national and local plans , a more critical question is how to ensure that these plans are not "on the shelf ", and turn into "vase plan", but to make them play a role in the response and disposal of sudden natural disasters in the real work, and to become an important driving force to withstand natural disasters. Withall, we think we should research and build a system as soon as possible so as to activate these emergency plans in the text, and make it become the driving force for the governments at all levels as to strengthen the emergency capability construction. Beyond doubt, this system which can activate the emergency plans is of great importance for the governments at all levels to strengthen the emergency capacity construction.
