Disaster Risk Reduction Knowledge Service Sub-platform of IKCEST Became Part of The Alliance of International Science Organizations on Disaster Risk Reduction

Introduction

The alliance of international science organizations on disaster risk reduction was formally established at the International Conference on Silk-road Disaster Risk Reduction and Sustainable Development on May 11th -12th, 2019. The Disaster Risk Reduction Knowledge Service (DRRKS) Sub-platform under the International Knowledge Centre for Engineering Sciences and Technology (IKCEST) joined the alliance.

The alliance of international science organizations on disaster risk reduction, jointly initiated by Institute of Mountain Hazards and Environment, Chinese Academy of Sciences (CAS), Institute for Disaster Management and Reconstruction of Sichuan University-The Hong Kong Polytechnic University, and Institute of Geographic Sciences and Natural Resources Research, CAS, was formally established at the International Conference on Silk-road Disaster Risk Reduction and Sustainable Development on May 11th -12th, 2019. The Disaster Risk Reduction Knowledge Service (DRRKS) Sub-platform under the International Knowledge Centre for Engineering Sciences and Technology (IKCEST) joined the alliance.

With the “Belt and Road” natural disaster risk prevention and comprehensive disaster reduction as the core, focusing on the ecological protection, converging disaster mitigation mechanism, and issues such as sustainable development and the cultivation of talents, the alliance is committed to building a group that covers the technological communication, cooperative research, experiment and demonstration, training and promotion in “Belt and Road” member countries. The organization will enhance the technological innovation, data sharing and technology transfer and bring the international advanced theory and technology in disaster mitigation in so as to promote disaster mitigation and sustainability of member countries. At present, the alliance has attracted nearly 30 research institutions, institutions of higher learning and relevant international organizations from China, Italy, Belgium, Nepal and other countries.

Established in December 2016, the DRRKS Sub-platform of IKCEST began to provide online services (http://drr.ikcest.org) in May 2017. Impelled by UNESCO’s mission of disaster prevention and mitigation, the DRRKS formulates global metadata standard and establishes global meta-database for disasters by consolidating data of different kinds of disasters; provides disaster knowledge service through disaster prevention education, training and technology popularization and builds integrated technology and service capability. The Sub-platform will provide international and different countries and regions with disaster risk reduction metadata directory, disaster science data resources, knowledge service application, disaster map, training video and courses, science and other aspects of knowledge services. By the end of 2018, the DRRKS Sub-platform had had established the background data of the resource and environmental national conditions of 45 countries along the Belt and Road area, 69 thematic databases of drought, earthquake, flood and freezing rain and snow disasters, and 12 online knowledge applications including the Global Earthquake Daily Distribution Map Service. Since its deployment, the monthly number of views of the website has reached 12,000, among which 26.67% are from oversea users.

DRRKS team participated in the International Conference on Silk-road Disaster Risk Reduction and Sustainable Development and undertook the 22nd session: Disaster Risk Reduction Knowledge Service. Mr. Soichiro YASUKAWA presents a report on " UNESCO’s Multi Stakeholder Engagement for DRR"; LIU Chang delivers a report on "International Knowledge Centre for Engineering Sciences and Technology under the Auspices of UNESCO (IKCEST): Founding Philosophies and Current Practices"; WANG Juanle delivers a report on "A Paradigm Shift from Disaster Data towards Knowledge Services" and “Disaster data management course design: Facing the disaster data sharing in OBOR region”. During the conference, DRRKS team also displayed related achievements and on-site user registration activities.
