Disaster reduction is determined by the basic national conditions
Our country is one of the few countries with the worst natural disasters in the world, facing with the growing risk of disaster which restricted our sustainable development. This is the basic national condition and this basic condition determined that China have to implement the system countermeasures for disaster reduction.
Disaster reduction has a strategic position for national development and stability.
Strategic: Disaster reflects the will of the state, reflect the fundamental, long-term and common interests of all ethnic groups in China. The implementation of this system is directly related to the country’s political stability, economic development, social stability and people’s happiness.
Stability: Disaster reduction must be carried out over a long period of time and needs to be sustained in a country.
Overall importance: disaster reduction must be implemented across the whole country and departments in government series. To sum up, disaster reduction is determined by the basic national conditions, has a strategic position for national development and stability. We should transfer the disaster reduction into a basic state policy, combined with family planning, equality between men and women, protection of cultivated land, opening to the outside world, environment protection, conservation of soil and water and conservation of resources together, constitute the basic state policy to guide the country’s major strategic and social problems.
The basic state policy of disaster reduction needs to be institutionalized
Write the disaster reduction into the constitution: show the disaster mitigation policy and basic principle in the form of constitution.
List disaster reduction into national economy and social development planning: the main content which need to list into national economy and social development planning including the objectives, indexes, key projects and supporting policies of disaster reduction.
Ensure the supporting measures in the form of laws and regulations: the supporting measures that need to be determined including the department's organization for this basic state policy, the capital arrangement, resource scheduling (people, wealth and things) and so on.
Coordination of other policy measures: give priority to disaster reduction when we need to formulate and implement other policies, coordinating with disaster reduction in the process of formulating, considering disaster r eduction in the process of implementing.
To include the disaster reduction into the assessment system of leading cadres: take this as an indirect control method to ensure and coordinate the implementation of disaster reduction by controlling the duty officer.
Disaster reduction is an important support for national sustainable development.
In the 64th general assembly of United Nations, the secretary general pointed out based on the report on the implementation of the national disaster reduction that: the disaster affected the realization of the UN millennium development goals, so we have to take measures to reduce the disaster risks and adapted the climate change, and also, we should make the disaster reduction linked to a broader range of poverty reduction and sustainable development. Combined with our practice of sustainable development, we can find that disaster reduction have a great influence to sustainable development.
Natural disasters restricted our sustainable development seriously, but disaster reduction can reduce the death rate, the social and economic losses, the resource and environment losses and ensure the society’s sustainable development.
The successful disaster reduction plays an important role in poverty alleviation in some poor areas. It can also reduce the situation of backing to poverty because of the disasters.
Disaster reduction plays a very important role in our country’s significant affairs such as land utilization, resource development, energy supply, urban and rural construction and tackle climate change.
So, disaster reduction was repositioned as a developmental activity. It will be include into country’s strategy of sustainable development as an important support for national and regional sustainable development.
