On May 10th, the 8th National Forum on Comprehensive Disaster Prevention, Disaster Reduction and Sustainable Development, which was jointly hosted by the Board of Experts of China National Commission for Disaster Reduction (NCDR) and China Association for Science and Technology (CAST), was held in Beijing at the advent of the National Disaster Prevention and Reduction Day on May 12th. Mr. Gu Zhaoxi, Vice Minister of Civil Affairs and Secretary-General of NCDR, attended the opening ceremony and delivered opening remarks.
As Gu Zhaoxi noted, under the impact of global climate change, the disaster condition in China has been complicated in recent years, posing new challenges for disaster prevention, reduction and relief work. We should profoundly learn and conscientiously implement the important speeches of General Secretary Xi Jinping on disaster prevention, reduction and relief work, The Opinions of the CPC Central Committee and the State Council on Promoting the Reform of the Institutions and Mechanism for Disaster Prevention, Reduction and Reliefand The National Plan on Comprehensive Disaster Prevention and Reduction 2016-2020, to identify the new positioning, strengthen the new initiatives and implement the new requirements in disaster prevention, reduction and relief work.
Gu Zhaoxi put forward four suggestions to the participating experts: the first is to strengthen the research on institutions and mechanism reform of disaster prevention, reduction and relief, give full play to the professional expertise and advantages of the board of experts of NCDR, universities and research institutes, and put forward effective policy advice for the implementation of the reform; the second is to strengthen the basic theory research and the promotion of science and technology applications on disaster prevention, reduction and relief, explore the formation mechanism and evolution law of natural disasters, and promote the application research and achievement's transformation and promotion of big data, the Internet of Things, cloud computing in the field of disaster prevention, reduction and relief to further improve scientific and technological support capacity in disaster prevention, reduction and relief; the third is to strengthen the integrated risk governance and construction of safe city.
Aiming at the pressing problems of urban safety risk governance in China, we should carry out theoretical research and technology R&D focused around the issues such as urban disaster prevention reduction and relief capacity building, emergency response of major disaster in urban areas, coordinated development of regional disaster prevention and reduction capacity, making contribution to the process of urbanization. The fourth is to strengthen the international cooperation and exchange on disaster prevention, reduction and relief. We should not only perform international conventions and initiatives, learn from advanced international concepts and technological achievements, but also tell China's stories and offer China's input for global community.
