Establish a management platform for catastrophe information. We will take advantage of modern network to set up a management platform for catastrophe information, the context including platform of communication, data for catastrophe, calculate and collaboration. All these function will help us to share the observation resources, data resources and knowledge resources. At the same time, we will make use of the management platform of catastrophe information to set up an open catastrophe information network which services to mitigate catastrophe risk.
Establish a database for catastrophe. This database including database of catastrophe cases, regional disaster environment, assessment of catastrophe risk, experts’ knowledge, the comprehensive ability of disaster reduction, social and economic foundations and basic geographic information.
Gather and share the catastrophe information. Apply the multimedia, content access application system and the organizational model and networking technology of telecommunication platform for remote public to service the experimental field and national E-government system directly as well as the society. We will reach a disaster information sharing agreement gradually, ensure the exchange ways of data, establish a mechanism for information sharing and finally realize the information gathering and exchanging to mitigate the catastrophe.
