It is a common way to establish index system to evaluate regional vulnerability under the immature condition of not having a overall acknowledgement of the formation mechanism. Generally, the establishment of index system should take the performance characteristics and conditions of occurrence into account , and use mathematical methods to synthesize the vulnerability index. For example, the Pervasive vulnerability Index (PVI) and Risk Management Index (RMI) constructed in the American plan are used to describe the vulnerability characteristics of the hazard-affected body. PVI has three primary indicators-exposure and sensitivity, social economic vulnerability and resilience, and is composed of eight quantitative indicators, which are the composite index of inherent vulnerability in the country. RMI does not rely on historical disaster data but uses statistical methods to select representative indicators to measure vulnerability.
