There are two aspects of the weather conditions causing this extraordinary rainstorm. First , from the perspective of the circulation system, it is the obvious enhancement of the cold plane flow in the lower pressure trough of the ridge front and northeast section due to the high pressure ridge in Mongolia developed to the east. The eastern shift of cold front to the liao river basin was blocked by the stable and high pressure ahead , changing to Jianghuai stationary front, with the development of the high-pressure trough in North China, the continuous influence of the cyclone and eastward migration in North China caused the continuous rainstorm in the Liaohe River Basin. Then , typhoon moves from the southwest side of the western Pacific "deputy high" to the northwest in 16th ; on the one hand, it propelled the "deputy high" to move into west and north and forms the North and south high pressure dam with Okhotsk sea high pressure , obstructing the way of the system that from the west, the duration of the rainstorm continued; on the other hand, it promoted the enhancement of the warm and wet airflow in the rear part near south of the "deputy high" and provided continuous water vapor as well as energy conditions for heavy rain. When the strong southerly warm wet air and the north cold dry air flow collide in the liao river basin, it's not only good for the surface front , which forms a strong convergence upward movement and leads to environmental physical conditions for heavy rain and extraordinary rainstorm .
