27 cities in the Songhua River basin had flood control requirements and there were about 13 million people at the end of 1997. The main flood control cities had 10, such as Harbin, Changchun and other cities. There were 9 million and 38 thousand people. Some cities were included in the national key flood control city by the state, such as Harbin, Changchun, Jilin, Qiqihar and Jiamusi. Table 1-6 was related to the major flood control cities. Now the main flood control measures for the main flood control cities were the levees, but the standard of levee flood control was low. It could be seen that 9 cities hadn’t reached the flood control standard.
The standard of flood control in the main cities was relatively low in the Songhua River basin. There were 10 main flood control cities that were Harbin, Changchun, Jilin, Songyuan, Daqing, Qiqihar, Yichun, Mudanjiang, Jiamusi and Ulanhot, 5 of which were the national key flood control city, such as Harbin, Changchun, Jilin, Qiqihar and Jiamusi.
