The UN published the Global Assessment Report about disaster risk reduction in 2011 in Geneva in May 10, 2011, appealed to countries to implement the strategy of controlling the natural disaster risk and enhancing disaster forecast and suggested that the government in all countries should also assess the potential risk caused by the natural hazards when they are formulating development plans and public investments. The secretary of UN Ban Ki-Moon made an appeal in the opening speech that we should reduce the human vulnerability in facing disaster, he said:" Compared with the development of human's ability to resist the disaster, the deterioration of vulnerability when the world faces disaster risk is more serious. All countries should list the disaster mitigation concepts into sustainable development action, therefore we can link the disaster risk reduction and countries'program together."
Since the terrorist attack in September 11 in America, the global risk analysis and risk management entered into the stage of promoting the government’s ability to manage risks; Implementation Plan of the World Summit for Sustainable development stressed the related regulation about the vulnerability, risk assessment and disaster management in 2002; the UNISDR further defined that countries must build a social system that co-exists with risk in 2004. In 2008, the ICSU put forward an question about "decision-making in the context of complex risks and changing circumstances". These efforts made by the UN and international community indicated a transformation in disaster reduction—from disaster reduction toward disaster risk reduction. This is very important to China who is committed to disaster reduction and is in the rapid development stage.
