The main features of the Songhua River during the sealing process in 2017.
The date of the closure was obviously ahead of usual time, which started on 20 November. And the date of ice flow was short. Started on November 12, the Songhua River had been frozen on November 20 with the descent temperature in mid-November and the date of ice flow was 9 days. The water level in the sealed river was quite low. Due to the less precipitation in the post flood season, the water level of the river was obviously lower than normal.
China National Commission for Disaster Reduction attached great importance to the ice prevention in Songhua River, Nenjiang River and Heilongjiang River. NDRCC has strengthened its emergency duty of the ice prevention, they had sent working groups twice to guide and assist local ice prevention work adhering to 24 hours on duty. With these navigation-power junctions in Fengman, Nilki, Dadingzishan and some other key water conservancy projects used scientifically by General Command of Songhua River Flood Control and Drought Resistance, the sealing process was finished smoothly.
The Meteorological and Hydrology Department of Prevention and Control Organization in Heilongjiang province took some stronger actions to prevent risks. The prediction for sealing situation in advance and arrangement for ice prevention work were taken. In addition, the video surveillance used to monitor the river situation consistently and intently. They had paid more attention on supervising and strengthened the patrol in some sections where ice floods may happen. They also timely sent work teams to inspect, guide and urge to further implement the responsibility for ice prevention and some concrete measures.
