In recent 20 years, developed countries took a large number of coastal zone areas to do vulnerability researches, and made the final research results affect the policy changes in their respective countries and regions, such as the Netherlands and the United States. The intergovernmental Panel on Climate Change (IPCC) has adopted the seven-steps Common Methodology(CM) vulnerability assessment index and method in the assessment of the vulnerability of coastal cities in 24 countries. On the basis of the evaluation index system developed by the IPCC, the United Nations environment programme (UNEP) has adopted a more detailed guidance to evaluate the vulnerability of different objects in coastal cities. Based on the current evaluation mathematical model of vulnerability assessment, the weighted sum method, analytic hierarchy process, principal component analysis and fuzzy comprehensive judgment are the main methods.
