General situation of disaster.

From July 11 to 17, heavy rainfall occurred in some areas from southwest to the middle and lower reaches of the Yangtze River. Extreme precipitation events occurred in many places, causing floods, landslides, debris flows and other disasters. The disaster affected 14.76 million people in 11 provinces (autonomous regions and municipalities) including Zhejiang, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangxi, Chongqing, Sichuan, Yunnan and Guizhou, 78 people died, 8 people were missing, 791000 people were transferred and resettled urgently, and 303000 people needed emergency living assistance; 33000 houses collapsed and 209000 houses were damaged in varying degrees. The affected area of crops was 791.9 thousand hectares, of which 140.1 thousand hectares were lost, and the direct economic loss was 18.61 billion yuan.

The flood disaster process has the following characteristics:

1.Large rainfall intensity, and the local rainfall breaks the extreme value

Extreme precipitation events occurred in many places, mainly in Guizhou, Hunan and other places, the daily precipitation of Guizhou Xieyang (201.7mm) and Qingzhen (287.8mm) exceeded the historical extreme value in Jishou (513.9mm) of Hunan Province and Yinjiang (467.5mm) of Guizhou Province.

2.The water level of rivers exceeds the record, and urban waterlogging is prominent

18 rivers such as Zishui and Yuanjiang in Hunan, Wujiang and Chishui rivers in Guizhou had floods beyond the guaranteed water level, and 8 rivers in Hunan, Guizhou and Yunnan had floods beyond historical records. The rapid rise of river water level caused urban waterlogging in many places, including Fenghuang ancient city in Hunan Province, where some buildings and streets were flooded, with a water depth of nearly 2 meters; Tongren, Zunyi and other counties in Guizhou Province flooded, and 36 township streets were flooded.

3.Wide disaster area and concentrated disaster loss

A total of 352 counties (cities and districts) in 11 provinces (autonomous regions and municipalities directly under the central government) were affected by the flood, accounting for 25.8% of the total number of counties in the affected provinces. The disaster losses are concentrated in Hunan and Guizhou provinces. The emergency resettlement population and the population in need of emergency living assistance account for more than 90% of the total loss, the crop yield area and the number of damaged houses account for about 80% of the total loss.
