General situation of disaster.
From May 19 to 26, a large range of heavy rainfall occurred in the south of the Yangtze River, some provinces were hit by rainstorms or heavy rainstorms. Local severe rainstorms were accompanied by severe convective weather such as thunderstorms and short-term heavy rainfall, which caused disasters such as flood, hail, landslide and debris flow. The disaster caused 7.035 million people in Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Chongqing, Guizhou and other provinces (autonomous regions and municipalities directly under the central government), 46 people died, 3 people were missing, 573000 people were urgently transferred and resettled, 402000 people needed emergency living assistance; 47000 houses collapsed and 107000 houses were damaged in varying degrees; The disaster area of crops was 403.1 thousand hectares, of which 518 thousand hectares were lost, and the direct economic loss was 13.65 billion yuan.
Among them, Jiangxi, Hunan, Guangdong, Guizhou and other four provinces suffered more than 90% of the total losses, including the population of emergency resettlement, the population in need of emergency living assistance, the area of crop failure and the number of houses damaged.
The flood disaster process has the following characteristics:
1.Long duration of precipitation
This process is the first large-scale high-intensity precipitation process since the flood season in 2014. From May 19 to 23, the heavy rainfall concentrated in the north-central part of Guangdong Province. From 24 to 26, the heavy precipitation area moved northward. The precipitation in Liuyang City, Shaodong county, Xinshao County in Hunan Province, Pingxiang City in Jiangxi Province and Sinan County in Guizhou Province are generally more than 100 mm, and the local 10-hour precipitation is more than 200 mm. The precipitation intensity and accumulated rainfall history Rare, resulting in some rivers water level surge. The flood with a return period of 50 years occurred in Nanchuan River in Liuyang City, Hunan Province, and a 100 year flood occurred in some sections of Shaoshui River in Shaoyang City.
2.The disaster areas are concentrated in mountainous areas and poor areas
The disaster caused a total of 215 counties (cities, districts) in southern China, including 119 mountainous counties and 44 hilly counties. The proportion of mountainous and hilly counties exceeded 75%, and more than 48% of them were national poverty-stricken counties or concentrated contiguous special difficult days. They were mainly distributed in the mountainous areas of central and northern Guangdong, Luoxiao mountain area at the junction of Hunan and Jiangxi, Wuling mountain area at the junction of Zhuzhou and Hunan.
3.The house is seriously damaged
Due to the impact of flood, long-term submergence, immersion and other factors, as well as the frequent occurrence of secondary disasters such as landslides and mudslides in mountainous areas, a large number of houses have been damaged in the disaster area. In Jiangxi, Hunan, Guangdong and Guizhou, 460000 houses have collapsed, 30000 have been seriously damaged and 75000 are generally damaged, most of which are civil structures and brick wood structures.
