IKCEST Disaster Risk Reduction Knowledge Service was presented in the CODATA Workshop on Advancing Interdisciplinary Global Challenges Research Through Data Integration, held at Computer Network Information Center (CNIC), Chinese Academy of Sciences (CAS), Beijing, 30 July 2018.
Professor Wang Juanle, project technical director of the IKCEST Disaster Risk Reduction Knowledge Service, presented “Disaster data integration and comparison between web news media and professional institution website in China” in CODATA (Committee on Data for Science and Technology) Workshop held at Computer Network Information Center (CNIC), Chinese Academy of Sciences (CAS) on July 31, 2018 in Beijing. Geoffrey Boulton, president of CODATA, Liao Fang Yu, director general of CNIC, WANG Qinglin, deputy director general of Department of International Affairs, Huadong GUO, previous CODATA president and president ISDE, members of CODATA Committee, and experts in data integration field joined the Workshop.
In the workshop, Prof.Wang introduced a new study in integration of web disaster data for Disaster Risk Reduction Knowledge Service. The study realizes the automatic extraction of earthquake disaster spatiotemporal and attributes information from massive web texts, which is not only an exploration of the goal of the SFDRR but also an innovative application in disaster emergency response and disaster risk reduction. Combined with a web crawler, natural language processing, geographic information and geocoding technologies, a set of rules were created to automatically extract spatiotemporal and attribute information for earthquake events from web text. The distribution characteristics of earthquake events from 2017 to 2019 in China were captured and analyzed. Finally, this study compared the differences between web news reports and online official reports in terms of the quantity and spatiotemporal distribution of the earthquake events.
CODATA was created by the International Council for Science (ICSU) in 1966 with the mission “to improve the quality, reliability, management, accessibility, and use of data of importance to all fields of science and technology”. CODATA has responded to the creation of the new International Science Council (ISC) – which provides a unified voice for the social and natural sciences – by developing a programme designed to ensure that interdisciplinary science develops the capacity for deep, interdisciplinary data integration in addressing global challenges. The purpose of the workshop is three-fold:
1.To acquaint Chinese colleagues with the programme, and seek their engagement and involvement in it.
2.To invite collaboration with major Chinese and international research programmes, such as the Digital Belt and Road, Integrated Research on Disaster Risk and Urban Health and Well-being.
3.To plan development of these strands of work as a basis for major funding and so that they may be presented to the new International Science Council (ISC) as a fundamental part of its future work programme.
