The development of Liaohe River Basin is later, and the conservancy project is very few. Until 1949, only a large reservoir of Er’longshan, a medium-sized reservoir of Santaizi and a large sediment weir of Naodehai were constructed in the whole basin. The local levees which are thin, and low capacity of flood control were in the Eastern and main stream of Liaohe River and sides section of downstream in HunTai River. There is a small amount of paddy field irrigation projects in the lower reaches of Yingkou and Panshan Cities.
Due to the weak water conservancy foundation in the basin, floods and droughts frequently occurred. During the 100 years from 1886 to 1985, floods that have occurred more than 50 times in the basin, with an average from 2 to 3 years. Western Liaohe Basin was occurred by drought almost in one year when spring-drought was serious. The drought disasters occurred 3 or 4 times per year in the middle and upper reaches of the right tributary of the Liaohe River.
