The World Bosai Forum/International Disaster Risk Conference 2019 held in Sendai on November 9-12, 2019, it was the second World Bosai Forum. Members of IKCEST Disaster Risk Reduction Knowledge Service, Yuelei Yuan and Yujie Wang attended this conference. This conference addressed the Global Target E in the Sendai Framework for Disaster Risk Reduction 2015-2030 that aims to achieve significant increase in the number of countries by 2020 with holding national and regional disaster management strategies. It shared many detailed contents to seek for better reconstruction which contains structural (hard), non-structural (soft) and human-oriented (heart) measures. It also shared how to deal with climate change which is getting more serious in recent years, how to apply advanced technologies such as AI or IoT technology in disaster risk reduction.
During the conference, IKCEST Disaster Risk Reduction Knowledge Service System (DRRKS) presented a poster, explained the background of IKCEST DRRKS, introduced its technology architecture and seven main functions, and also showed some featured products of DRRKS, including global disaster metadata standards, disaster thematic database of earthquake, flood, drought, freezing, etc., and historical disaster map database, knowledge databases including disaster experts, disaster events, disaster documents, disaster media, disaster institutions, knowledge applications, and so on. The DRRKS has been online (http://drr.ikcest.org) and provides knowledge services for international communities since 2016.
DRRKS team members joined the study tours, Course 4: Multiple Tsunami Defense Measures, on November 11, 2019. This study tours focused on Miyagi, Iwate and Fukushima prefecture, and the present situation after the Great East Japan Earthquake in Tohoku. We visited Minami-Gamo Wastewater Treatment Plant and Ruins of the Great East Japan Earthquake: Arahama Elementary School.
The World Bosai Forum started with the wish that they would not want to increase the number of people suffering from disasters any more in the Tohoku area where they experienced the Great East Japan Earthquake and Tsunami. The World Bosai Forum proposes solutions from various points of view to enable disaster risk reduction in Japan and overseas, and aims to promote the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 while learning from each other and creating new values.
