Introduction
The Federal Department of Hydrometeorological and Environmental Monitoring is the superior department of the Russian Federation Ministry of Natural Resources and Ecology, it does not have foreign representatives and subordinate national authorities. In 2004, the law of the Russian Federation provided for all activities of the Russian Hydrometeorological Service to fulfill the relevant provisions of the WMO Convention, the UN Framework Convention on Climate Change, the Protocol for the Protection of the Antarctic Treaty and the corresponding obligations of the Russian Federation. The Russian Hydrometeorological Agency can work directly with the administrations of the Russian Federation, local governments, social groups and other organizations. The department was set up to achieve the following national goals: to improve the quality of life of the population, ensure sustained and rapid economic growth, enhance the ability to build the future development and improve the national security level。
