The deterioration of the environment has aggravated the occurrence of natural disasters. Excessive and inappropriate economic development as well as those behaviors focusing on immediate interests and local interests, have not effectively made the situation of the overall deteriorating environment better. The area of soil erosion in China has accounted for 1/6 of the total land area, which causes the expansion of land desertification and the frequent occurrence of natural disasters merged with the pollution’s becoming more and more serious. In particular, the emission of industrial pollutants in China's township industry makes the agricultural ecological environment worse. The characteristics of environmental degradation are mainly reflected in the aspects of air pollution, reduction of forest resources and coverage rate, expansion of desertification and water resources crisis, etc.

According to the Ministry of civil affairs website, there have been many natural disasters, most of which are earthquakes as well as hail, frozen disasters and snowstorms only in 2015 February. Approved by the Civil Affairs Department, all kinds of natural disasters have made 238 thousand people in the country to be affected, 5 people died, more than 4000 people had to be transferred urgently, 30 thousand houses were damaged to varying degrees, and the direct economic loss came as about 230 million yuan.
